VP graces Area ’71 MoUs signing

DUBAI: His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, attended the signing of 12 Memorandums of Understanding, MoUs, between Area 2071 and various local and international partners.

Area 2071 seeks to find innovative solutions to current and future development challenges faced in a number of sectors. This is part of the UAE Centennial 2071 mission to make the UAE one of the most advanced countries in the world by 2071.

During the event, His Highness Sheikh Mohammed said, “We launched Area 2071 to provide a zone dedicated to innovation and industry of the future. Today, 12 MoUs were signed with various partners in 11 vital sectors. Area 2071 will see specialised labs and partnerships between governments and global tech leaders, who will work together to design the future.”

He added, “Our goal for the UAE is to become a world-leading hub for designing the future; Area 2071 will be the most developed and influential area dedicated to that vision.”

Sheikh Mohammed bin Rashid inaugurated Area 2071 in Emirates Towers last year, announcing that it will be a space dedicated to labs working, to design the future in order to meet the UAE Centennial 2071 goals. This is part of the UAE’s mission to adopt an integrated, modern and accelerated development strategy covering various development sectors in the country within the next five decades. The strategy seeks to meet its targets by 2071, the 100th anniversary of the UAE’s federation.

Area 2071 will be the first of its kind in the world, and will serve as an incubator for the future, with global companies, services and laboratories coming together and integrating their efforts to develop innovative solutions and adopt new technology to meet future needs. Think tanks and labs will tackle challenges in various development sectors to accelerate their progress, and to provide a pioneering model for tackling these challenges for both the region and the world.

Several entities signed MoUs with Area 2071, including the United Nations, Pfizer, Proctor and Gamble, Ernst and Young; the Mohammed Bin Rashid Centre for Government Innovation, the Dubai Department for Economic Development, Pico Capital, Genco General Contracting, IBM International, E11, 1776, DP World, and Wamda Capital.

FNC SESSION

On behalf of His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi, Sheikh Mohammed Bin Rashid will inaugurate the third ordinary session of the 16th legislative chapter of the Federal National Council, FNC, on Oct 25.

The ceremony will begin after the arrival of Sheikh Mohammed Bin Rashid, Crown Princes and Rulers’ Representatives to the Zayed Hall, where the verses of the Holy Quran will be recited.

Following this, Sheikh Mohammed will inaugurate the third ordinary session of the 16th legislative chapter of the FNC. The Decree of the President of the UAE calling for the FNC to convene will then be read, following which Dr Amal Abdullah Al Qubaisi, Speaker of the FNC, will deliver her speech.

The FNC will then hold its first meeting of the third ordinary session of the 16th legislative chapter, which will be chaired by Al Qubaisi.

The session will begin with the election of supervisors, according to Article No. 84 of the Constitution, which states that the FNC should have a bureau comprising a chairman, a first and second vice-chairman and two supervisors to be chosen by the FNC from among its members. The term of the chairman and the two vice-chairmen at the end of the FNC or its dissolution, according to the provisions of the second paragraph of Article No. 88, and the term of the supervisors will end with the appointment of two new supervisors at the beginning of the annual ordinary session. If a position in the bureau is vacant, then the FNC will choose someone to fill it for the remaining period.

The FNC will form its permanent committees, namely, those on Constitutional, Legislative Affairs and Appeals; Defence, Interior and Foreign Affairs; Financial, Economic and Industrial Affairs; Education, Culture, Youth, Sports, and Media; Health and Environment; Social Affairs, Labour, Population and Human Resources, as well as Islamic Affairs, Endowments and Public Utilities, and one on Complaints.

It will also review the government’s approved international agreements and treaties, which include Federal Decree No. 48 for 2017 on security and counter-terrorism co-operation between the governments of the UAE and Morocco, and the related Federal Decree No. 49 for 2017 between the UAE and Bangladesh, and Federal Decree No. 50 for 2017 on deporting convicts between the UAE and Bangladesh, and Federal Decree No. 51 for 2017 on air transportation services between the UAE and Denmark, and Federal Decree No. 52 for 2017 between the governments of the UAE and Saint Vincent and the Grenadines on air services between their regions and beyond.

TAX PROCESS

DUBAI: Sheikh Mohammed Bin Rashid has issued Decree No. 36 of 2017 on the Executive Regulations of Federal Law No. 07 of 2017 on Tax Procedures.

In addition, Sheikh Mohammed issued Ministerial Decree No. 38 of 2017 on the value of the tax imposed on products which are subject to the excise tax.

COMMUNITY SERVICE

DUBAI: Sheikh Mohammed Bin Rashid has issued Decree No. 41 of 2017, on the definition of Community Service Work. The Decree shall become effective one month after being published in the Official Gazette.
