His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, had been planning such a programme for the year 2021. This is more known as Dubai Plan which led to consistency and synergy. Government believes that nothing can be achieved without a good community and peaceful existence. A smart city is not about technology, but also about peaceful co-existence. This is all about calming the agitations in the most efficient way. Dubai is such a city which can gift a peaceful and highly professional environment to people.

The people here are living a well organised life and are earning best salaries in workplace. The community development and the social structure is also a part of model city. The society in Dubai is creating a positive ambience altogether (Enriquez, 2013). Dubai is such a city where the community had strongly contributed to the development. The city of Dubai has always given importance to the workforce.

The development and infrastructure were to promote the better lifestyle for Dubai citizen. All these were to improve the living standards of people in Dubai. The Government strongly believes that the community is the most important part of the cohesive society. A good society cannot be formed without people’s participation. So people’s satisfaction had always been the most important thing (, 2013).

Smart Governance is all about planning and this could be done by the Dubai Economic Council. The model Dubai is an extension of the new vision of the Dubai Economic Council. This is the place where all the programmes are being discussed and are being compared with the contemporary demand of the state. Economic integration is behind the development of the city. This is essential as strategic partners of the Government need to work together for creating a more sustainable future. The first initiative was being taken by H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, in the year 2003 as the role of the Dubai Economic Council was seen to have improved a lot.

The City is investing more in better understanding of the people’s demand and to keep the city more competitive compared to the other developing cities. The Dubai Economic Council is being chaired by H.E. Juma Al Majed. Emirate’s economy is largely dependent on the decisions of Secretariat General led by H.E. Hani Al Hamli. The Dubai Economic Council is being managed strongly by a group of economists, strategists, researchers and legal consultants. The DEC is also involved in economic research.
