CBI frames charges of murder against Jayarajan

TRIVANDRUM: The Central Bureau of Investigation (CBI) has framed charges of murder against P Jayarajan, a top leader of Kerala’s ruling Communist Party of India-Marxist (CPI-M).

The elite federal agency informed the trial court on Monday that he conspired to kill P. Abdul Shukkoor, 20, an undergraduate student accusing him of attacking his vehicle in 2012.

The chargesheet says the killers abducted the young supporter of the Indian Union Muslim League (IUML) and waited for his confirmation before the execution.

A young CPI-M legislator, TV Rajesh, who was with him in his car and later in a CPI-M run hospital where they hatched the alleged conspiracy, also stands accused in the case.

It says party leaders at different levels had participated in the “well-planned” murder including procuring weapons and hiding them after use.

The Kerala police had earlier charged him for not attempting to stop the killers despite knowing about their plan, but the CBI confirms that he actually ordered it.

The Kerala High Court transferred the case to the federal agency on a plea by the victim’s mother, PC Atiqa, in 2016, as the investigation made no headway.

She moved the Supreme Court and obtained an order to the CBI to frame charges in three months as it delayed.

“The tears in her eyes moved me and I, wanted to end the political killings once and for all by bringing all to book,” said B. Kemal Pasha, a retired HC judge who ordered CBI probe.

“I’m happy that she’s getting justice finally. They should understand that all are equal before the law.”

In his judgement, he had expressed “shock” over the shoddy investigation by the state police and observed that “self-proclaimed goons” were ruling the system.

He also had observed that the police were trying to save the duo and it shocked the court’s conscience while the government (then run by the Congress party) maintained that the CPI-M was preventing proper investigation through muscle power in their area of dominance.

They killed Shukkoor, 20, in Keezhara, a “party village” in northern Kannur district after a “kangaroo trial” during which they sent their images for confirmation to the leaders.

During the trial on Feb.20, 2012, witnessed by scores of people in a paddy field, his brother P. Davood, a journalist with the IUML mouthpiece Chandrika, pleaded with many leaders to save his life but to no avail.
