The Ministry of Human Resources and Emiratisation has affirmed that the time a worker spends in moving between his place of residence and worksite is counted within working hours only in three cases.
Firstly, the time the worker spends in the means of transportation in bad weather in response to the warnings of the National Center of Meteorology (NCM) regarding weather fluctuations.
Secondly, the time the worker spends in the means of transportation provided by the employer in the event of a traffic accident or emergency breakdown.
Thirdly, in the event that the parties to the contract expressly agree on such time.
The ministry clarified that the employer has the right to request the worker to work extra hours over the normal working hours, provided that they do not exceed two hours per day, unless the work in question is necessary to prevent a serious loss or a serious accident. In all cases, the total working hours should not exceed 144 hours every three weeks.
The ministry has identified 11 electronic steps through the “Tasheel” system to request a permit to transfer a worker from one facility to another.
These include entering the website, selecting a request to transfer a worker from one facility to another and adding the facility number and the reference number of the job offer.
The other steps include selecting the type of electronic signature card, entering the identification code of the card, adding personal contact information, uploading all required attachments and then press “save” to submit the application and then “pay” to go to the payment platform, and receive the transaction receipt after completing the payment process.

The minister made the statements as he visited Al Naboodah Labour Accommodation in Al Awir, Dubai, on the occasion of the International Workers’ Day, which is observed globally on 1st May every year.
