His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, said on Wednesday that Dubai and the UAE have fostered a unique culture of government excellence by embedding the highest standards and best practices for performance and quality within its organisations. The continuous evolution of this culture over the last 25 years has enabled Dubai to become a global model for government excellence, he noted.
His Highness made these remarks on the occasion of the 25th anniversary of the Dubai Government Excellence Programme. The Programme, which has achieved significant milestones over the last two-and-a-half decades, has supported the development of Dubai’s government and its entities and advanced the leadership’s vision for growth by fostering innovation and empowering government entities to enhance performance, results, and services.
"25 years ago we started the journey of government excellence. Today, we are reaping its fruits with advanced services, global levels of competitiveness, high economic returns, and a pool of exceptionally skilled and talented national talent. It was not an easy journey, yet it was an enjoyable one and its impact will remain for generations to come," His Highness said.

Reflecting further on the city’s progress, His Highness noted, "When we established the Dubai Government Excellence Programme in 1997, our goal was to develop our performance levels to match those of the private sector. Within a short period of time, the government sector in Dubai became a model for other sectors, and even other governments around the world. Thank you to everyone who contributed to achieving our goals. I would like to remind everyone that in the race for excellence there is no finish line."

Abdulla Mohammed Al Basti, Secretary-General of The Executive Council of Dubai and Chairman of the Dubai Government Excellence Programme, stressed the prominent role played by the Dubai Government Excellence Programme in realising the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and the directives and diligent follow-up of Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, which have sought to enhance the effectiveness and efficiency of the government sector in Dubai, and maintain its global leadership status.
"Over the course of 25 years, the Dubai Government Excellence Programme has established new standards of excellence that promote innovation and efficiency. The Programme has played a prominent role in promoting a culture of quality and capacity-building, enabling the Government of Dubai to explore new levels of competitiveness and achieve the highest rankings in various global competitiveness indicators," Al Basti added.
Dr. Hazza Khalfan Al Nuaimi, General Coordinator of the Dubai Government Excellence Programme, congratulated His Highness Sheikh Mohammed bin Rashid Al Maktoum on the occasion of the 25th anniversary of the Dubai Government Excellence Programme’s establishment.
"Since its inception, the Programme has achieved a series of outstanding milestones, which have enabled citizens, residents and visitors to have access to the world’s best services, leading to increased levels of happiness and wellbeing in the community. This would not have possible without the strategic vision of our leadership, and the efforts of the teams in the government entities who continue to set new benchmarks with the support of the Dubai Government Excellence Programme," he said.
The Dubai Government Excellence Programme was established in 1997 to be a key driving force in enhancing excellence in Dubai's government sector. The Programme has contributed to a radical change in the performance, concepts, practices and management methods applied in the government sector. The Programme has developed and implemented new standards and models of institutional and functional excellence designed to ensure continuous improvements in performance and service quality.
